Mr. Zhao Zheng, Deputy Director General of Bureau of Radio Regulation, Ministry of Industry and Information Technology (MIIT) of China, noted that up to now China has planned a spectrum of about 1200MHz bandwidth for IMT system in the mid and high frequency bands, of which 770MHz has been licensed for 5G. As of September, the number of 5G mobile phone terminal connections in China has reached 445 million, and the total number of 5G base stations has reached 1.159 million.
Currently, the demand for radio frequency spectrum is growing rapidly, the “Golden Band" below 6GHz is in great shortage, and the contradiction in frequency usage between IMT services and other terrestrial services and space services has been intensifying. Based on the features of high, mid and low frequency bands, the Chinese radio authority promotes the leading and fundamental role of spectrum policy to support the rapid, large-scale deployment of 5G.
First, promote mid-band as the primary spectrum. China was among the world’s first countries to release the planning for 5G mid-band usage. It adopted the 3.5GHz and 4.9GHz frequency bands for 5G commercial deployment, and refarmed 2.6GHz previously used for 4G to 5G, which allowed each Chinese operator to gain at least 100MHz continuous spectrum bandwidth.
Second, expand and refarm the low-band. It adjusted the 700MHz 2x30MHz band and refarmed the 2.1GHz 2x45MHz band to 5G, further improving frequency efficiency.
Third, the Chinese authority together with its peers in other countries, promoted 26GHz, 40GHz and 70GHz frequency bands totaled of 14.75GHz to be globally harmonized 5G spectrums.
Fourth, guide 5G and other wireless technologies to innovate applications in Industrial Internet and IoT. It issued regulations on NB-IoT and eMTC frequency use, "Guidelines for Radio Frequency Use in Industrial Internet and Internet of Things", and has been exploring radio spectrums for 5G Industrial Internet and IoT.
In addition, it actively addressed the compatible issues between 5G and satellite earth stations, promoted at the WRC-19 to set the agenda item 1.2 for WRC-23, and proposed to include 6-7GHz frequency band identification in IMT system. At last, he addressed that under the guidance of ITU framework, the Chinese radio authority will be providing Chinese plans, work with worldwide authorities and industries to promote the harmonization of global spectrum for IMT, and strengthen the crucial role of IMT in global digital economic development.
