NBN Co expects to submit special access undertaking by end-September
NBN Co, the public-private company set up to oversee the construction and management of Australia’s National Broadband Network, will reportedly lodge its special access undertaking with the Australian Competition and Consumer Commission (ACCC) by the end of September, according to iTnews. While this submission is now six months later than originally had been planned, it is understood that the delay is not likely to prevent NBN Co from charging access seekers for network services over the in-deployment fibre infrastructure from October 2011.
The special access undertaking is expected to include the wholesale pricing that NBN Co will charge access seekers, while it will also set forth non-discrimination commitments and the company’s reporting procedures. Initially NBN Co said that it would aim to put forward its plans by 31 March 2011 after key legislation relating to the NBN was passed by the Australian government. A revised Wholesale Broadband Access (WBA) agreement is, however, expected to be released today following a third round of consultation with access seekers in the cities of Sydney and Melbourne. The revised agreement under examination was largely unchanged from previous versions, guaranteeing five-year fixed wholesale pricing starting from AUD24 (USD26.5) per month for a basic service, although it did include a new module providing the conditions on which the special access undertaking with the ACCC would take place.
