Kenya to unveil 4G network draft policy

The Kenyan government announced that it is ready to release its 4G network draft policy. ICT Cabinet Secretary Fred Matiang\'i said it has completed the process of developing a new spectrum policy, which will soon be available for public comment. Matiangi said the ministry will hold a stakeholders meeting and then present the policy to the cabinet for approval after receiving the memoranda with various comments on the policy. He said the consultation process should take about three to five months, adding that the public should present their views on how the spectrum should be managed, Telecompaper reports quoting The Star.

Currently the Communication Authority of Kenya gives operators licenses for either 2G or 3G networks. In 2013, the National Treasury approved the proposed ownership model that required the government to provide frequencies. The interested stakeholders must invest 10 billion shillings ($116 million) in order to begin the development of the LTE. The operators were Safaricom, Airtel, Orange, Yu, Liquid Telecoms and MTN Business. However, the roll out failed as Safaricom pulled out, claiming that the government was sluggish in getting shareholders to agree.
